I know some of the postings on this blog are out of sheer frustration and sometimes are not based on pure fact, but rumors and he said, she said.

But let’s take a close look at who DISD has brought on board to be the HR Director.

1) Someone whose previous experience in education was an occasional substitute in the Weatherford ISD.

2) She is a member of the Weatherford ISD Board of trustees and when asked why she was running for the office stated “Education is sort of my thing.” SORT OF MY THING!!! Are you kidding me? This is our lives and we (taxpayers) are paying her $182,000 a year for her hobby.

3) At a recent principal’s meeting a few days before the principals were given their “brown envelopes” with the RIF names, she thought it would be funny to take out the flight helmet she stated that she wore in Iraq and offered it to the principals to wear as protection when they told teachers they were being let go. Besides this not being the least bit funny, she never wore a flight helmet in Iraq. She was not in a flying billet but rather was the aide for a retired Army general who was leading the initial reconstruction effort in Iraq after the initial invasion.

When she was hired, Kim Olson said that her goal was to provide principals with a core of quality applicants from which to hire. “We want the best and brightest applicants to come to the Dallas ISD.” HELLO!! We just let the best and brightest go and now she puts out a hiring call to hire teachers (not those RIF’d) who do not have jobs in OCTOBER!!! What kind of quality are we going to find when looking for 60 teachers in OCTOBER!!!

When running for a seat on the Weatherford ISD Board of Trustees, she was quoted in the Weatherford Democrat as saying “So much money comes locally and not out of the state anymore and so we have to be good stewards of the taxpayer dollar and make sure the limited resources we have are spent the most appropriately.” So the Weatherford ISD taxpayer money deserves to be better managed then ours? She wasted our money hiring too many teachers, recommending to lay them off, then OOOPPPS, we let too many go, go hire 60 back? Great stewardship of taxpayer dollars.

There is no more hollowed ground then a national cemetery, Arlington National Cemetery being the most sacred of them all. This is where real heroes are laid to rest for giving the ultimate sacrifice to our nation.

Kim Olson used that hollowed ground to make money. She held a speaking engagement at the gateway to Arlington National Cemetery to sell her book “Iraq and Back: Inside the War to Win the Peace.”

She sells herself as a “highly decorated” war veteran. Let’s look at her decorations. She holds Defense Meritorious Service Medal, Aerial Achievement Medal, Air Expeditionary Medal, Air Force Meritorious Service, Commendation, and Achievement Medals, Humanitarian Service Medal, Combat Readiness Medal, National Defense Service Medal, and Military Outstanding Volunteer Service Medal.

Any awards with the words “Service” or “Achievement” in the title without a “Combat V” (V for Valor) attached are end of tour awards and are not indicative of any substantial achievement that would warrant calling someone “highly decorated.” The Air Expeditionary Medal, Humanitarian Service Medal, Combat Readiness Medal, and National Defense Service Medal are awards given to those who wear a uniform, have a heartbeat, and are in the right place at the right time. Basically “I was there” awards. The Military Outstanding Volunteer Service Medal is for community service and could be for helping out with a Girl Scout troop or coaching T-Ball.

"Highly Decorated" is reserved for those who have been awarded medals for Valor such as Bronze Stars with combat Vs, Silver Stars, Army and Air Force Crosses, Purple Hearts, etc. Not staff officer end of tour awards.

Kim Olson used her position on General Garner’s staff in Iraq to line her pockets. She was accused in a military court of using her position to benefit a private security firm that she helped operate, according to interviews and government documents obtained by the Los Angeles Times.

Investigators at the Pentagon found that she was using her position as a member of the reconstruction staff in Iraq to establish a U.S. branch of a South African security firm called Meteoric by helping it win more than $3 million in contracts.

The investigators found that she took advantage of her position for personal gain and that Olson’s actions were “fraudulent” and “seriously improper.” Olson opened an office out of her home in Vienna, Va., for Meteoric, which was based in Pretoria, South Africa. Four months later, she filed formal incorporation papers that made her director of the new American entity.

Olson began helping Meteoric win contracts and investigators also estimated that she spent approximately 70% of her time working on Meteoric matters. Let’s see, she spent 70% of her time working on an illegal enterprise while collecting an active duty Colonel’s paycheck (with over 22 years of service) that in 2004 was approximately $133,000. This does not include flight pay, hazardous duty pay, per diem and most of the $133,000 was not taxable since it was an allowance for housing and food.

BTW, Meteoric employees were arrested in 2004 on suspicion of participating in an attempted coup in Guinea and had ties to a mercenary group involved in fighting civil wars in Sierra Leone and Angola.

In October 2005 Olson and Meteoric from receiving any government contracts for three years. Great, she was banned as a government contractor and was brought on to run the Human Resources department for a billion dollar organization funded with taxpayer dollars that educates over 155,000 kids.

She eventually resigned from the Air Force admitting to lesser charges (unknown) related to conflict of interest.

She breached public trust by simultaneously filling a position of responsibility in the government as a highly ranked commissioned officer while creating a private company that entered into contracts with the military office she worked in.

And this is the person we want in an already flawed ISD administration to run the department with the greatest assets the district has after our kids, OUR TEACHERS.

This is the person we want to keep getting paid $182,000 while teachers are being laid off and our kids suffering?

She needs to go NOW. Even before we talk about changing the Superintendent, she needs to go!!!

[Ed Note: Keep in mind that Col. Olson was cleared by a series of military hearings on these matters. Officially she has been cleared of wrongdoing. But be that as it may, her position as a board member of a "foreign" school board, and her conduct while here would certainly be worthy of consideration.]

I beg to differ

She was not "cleared" of anything and the ban on her gaining a government contract is still in effect pending her appeal.

In lieu of a Court Martial, she took an Article 15 hearing that is an administrative non-judicial proceeding. This is a hearing in front of her Commanding General where she can call witnesses, bring forth evidence, but cannot bring in legal representation that is often utilized instead of a court martial for senior officers and senior enlisted when all parties agree that following any proceeding the individual will leave the service.

When a servicemember is accused of wrong doing and sent to the CO (Commanding Officer) for an Article 15, if they believe they are not being treated fairly and did not do anything wrong, they are afforded the opportunity to request a Summary Court Martial so they can have their day in a military court. Accepting an Article 15, and waiving the right to a Court Martial, is either an admission of guilt or a belief that they would not be able to prove their innocence in front of a judge and/or a jury.

Junior enlisted who are subject to an Article 15 hearing are often reduced in rank, restricted to the barracks, forfeit money, and can be separated from the service if it is a drug related offense such as popping in a urine test or if they have demonstrated a pattern of misconduct with at least three Article 15 hearings in one enlistment.

Officers and senior enlisted (usually E-6s and above) cannot be reduced in rank at an Article 15 hearing and must face a court martial to be reduced.

Her accepting an Article 15 Non-Judicial proceeding and subsequently resigning her commission was probably part of an agreement she entered into in order to avoid a drawn out court-martial where she was probably going to end up being reduced a rank and forced to retire as a LtCol (O-5) in stead of a full bird colonel (O-6). Besides thousands of dollars difference in retirement pay, it would have resulted in her leaving in further disgrace thus eliminating any chance of gaining the position she has or ever being accepted in the circle of government contractors.

Additionally, the findings of an Article 15 hearing (and a Summary Court Martial) are not a felony conviction like that of a Special or General Court Martial. Another reason she probably accepted the Article 15.

One thing with senior officers who are accused of improprieties is where there is smoke there is usually fire.

She came to DISD to move on with her life, but the one thing that will never change with people like her is that they think they are slicker and smarter then everyone else. She brought the same arrogance, the same disregard for the larger cause she is serving, to the Dallas Independent School District and she must go NOW!!!

One Small Additional Fact

One small additional fact that I found was that she was fined $3500 at her Article 15 Hearing.

Not sure she would be asked to cough up $3500 if she was cleared, nor would she have been banned from acting as a government contractor for three years if she was cleared.

My experience with senior officers has always been that they quite often think that enlisted people and civilians are not quite as bright as they are. There is a sense of entitlement and the rest of us are simply there as tools for them to use to further that entitlement.

Olson's separation

Well let me ask one more question. Was she honorably or dishonorably discharged?

Probably Honorable

She was probably Honorably discharged, but that is all part of the deal in taking an Article 15 hearing vice a Court Martial.

When they accept to take an Article 15, they save the results of a Court Martial which could result in a reduction in rank, a felony conviction, and a less than Honorable or Other Than Honorable (OTH) discharge.

By letting her take the Article 15 and allowing her to leave quietly, the service avoids the embarrassment that one of their senior officers was not on the up and up.

It works out for everyone involved. I have seen enlisted airmen with DD-214s (the official military separation paperwork) that state Honorable Discharge yet with an RE (reenlistment) Code of 4 which means thanks for everything, here is your Honorable, just don't ever come back.

The Air Force is very image conscience More so then any of the other services. For an officer to receive anything less than an Honorable Discharge, they must go in front of a Special or General Court Martial and the Air Force rarely lets that happen with senior officers.

So the point is, we need to look at the facts and the underlying points that she left the service before she really wanted to, was fined $3500, and was banned from being a government contractor for three years. Those three facts speak volumes in terms of military justice when it comes to officers.

Re Olson

I just wanted it on record that, "officially," she's not been convicted of any wrongdoing--and, as a matter of fact, she's been "officially" cleared.

Now we can legitimately say that the facts behind this might lend credence to suspicion that a "deal was cut" for whatever reason. But she is clean, and her military record is in tact.

OK, Last Shot to Make My Point

No, she was not "officially" cleared and no her record is not "clear." She lacks a court martial conviction, yes, but her military record is still tarnished by this situation.

I am not sure how knowledable you are on affairs concerning military justice, but she has a blemished record and her indiscretions were a show stopper to her military career.

It should have been enough to keep her from getting hired as an HR director for a billon dollar organization, but unfortunately, since Article 15s are Non-Judicial, there are no transcripts available through the Freedom of Information Act and they are considered private unless she decides to release them.

If she has a cleared record, maybe she should be pressed to release the findings of the Article 15 which are kept in her service record, or the Non-Judicial Letter of Reprimand she received from her Commanding General, that stated she was either disciplined or cleared.

I'm always glad we're so tolerant of other views--and we always cite examples when we call each other names don't we!

Furthermore, in my book, setting the record straight doesn't qualify as "backing" one team or another.

Finally, "slander" is saying something that isn't true about someone else. Col. Olson's departure from the military certainly involves suspicious circumstances. But the fact of the matter is that she was cleared of the charges. That needs to be clearly stated.

I didn't say she necessarily needed to retain her employment here.

A question/issue arose on the 'other blog site' regarding the legality of Olson's employment with DISD. The issue raised is: how can one about whom there is a documented finding of misappropriation of FEDERAL money hold a position now that involves appropriating FEDERAL money (i,e. moving Title funds around to pay three hundred teachers). Additionally, her ties to Broad and Broad's ties to Teach for America sound an awful lot like how she set up her prior corporation and got SPANKED for it by Uncle Sam. Do you know to whom we could look for direction on this?

This is for real..you can google it:

1. encirclement: surround yourself with people who will support you NO MATTER WHAT.
2. empowerment: allow those under you to make decision outside your purveyance or real change will never happen.
3. engagement: the amount of time you put in--too much or too little can be an impediment.

Now, I am asking you...does this not totally explain why the DISD RIF ran like it did? Does this not look an awful lot like her "Meteoric Opportunity" that got her booted out of the USAF? Hinojosa is looking eerily like Jay Garner. I plan to forward this information to the USDE and have someone explain how this thief is handling tax money and federal title money with such sticky fingers!!

Please forward the information to someone thatcan look into the corruption at DISD. This is utterly ridiculous. All of this is the tip of the iceberg. So many people do not know how awful things are on the inside of Dallas ISD.
There are others that have done a lot of dirt. Southeast Learning Community Executive Director and a lot of those DUMB, IDIOTIC principals that she hired. They get away with harassing and intimidating teachers, and nothing is ever done about it.
When it reported to OPR or higher-ups, the retaliation becomes intense.

Many principals RIF'd teachers as retaliation. However, it was a blessing for me. I am moving to a wonderful city, and getting more pay than I ever thought would be possible. God has opened doors for me. My true dreams are being accomplished. I never knew life could get this good.

I hope you find peace and success. Two things that are not possible in DISD right now. As far as reporting, I have a call into a friend at the USDE to determine why Olson is handling federal money if she was banned from executing gov't contracts.
