Rene Martinez will supposedly be getting a big promotion this week.
The following is the new job description which, Rene Martinez has confirmed, he crafted:
Position: Director for Outreach and Community Engagement
Reports to: Chief of Staff [Arnold Viramontes]
Accountabilities:
- To provide the Superintendent and COS with critical trends and analysis on issues that affect District policies and procedures
- To develop and coordinate District resources with the non-profit sectors of Dallas insuring that goals and timelines are met and completed
- To represent the District with key community and faith-based organizations, non-profits, United way and universities/colleges on special initiatives and projects that support the District
- To help indentify[sp] funding sources that will assist the District in maximizing its efforts to support student achievement
- To work closely with parent advocacy groups insuring that District stakeholders are learning to navigate the educational system
- To participate in the process of identifying professional and leadership talent for the District at all levels of employment
- To maintain an ongoing relationship with diverse community organizations and entities that help foster support for the District

In 2006, Martinez was questioned over his use of a DISD procurement card (read Fish&Richardson's report).
We originally reported that Martinez was demoted as a result of the Fish&Richardson investigation. Martinez, who spoke to us by phone, informed us that this was inaccurate.
"I was demoted because of the reorganization [at DISD], not because of any wrongdoing," said Martinez.
In 2008, Martinez was investigated by DISD's Office of Professional Responsibility for giving preferential treatment to Diana Flores--one of his subordinates (read: Dallas school district's corruption investigators keeping busy).
One other issue raised by Dallas.Org readers has been whether Martinez has ever traveled to LULAC (League of United Latin American Citizens) events using DISD funds.
According to Martinez, a LULAC official, he has and he's never tried to hide it.
"I have represented LULAC and DISD at several conferences," said Martinez. "It has always been with the permission of my supervisor."
Martinez told us that the purpose of these trips was usually for recruiting.
If confirmed for the position, one of Martinez' primary responsibilities will be helping the superintendent with hiring-and-firing.
Claudia Rodrigez to replace Kim Olson?
An announcement is also expected that Claudia Rodriguez is being considered to replace Kim Olson as head of DISD's Human Resources department.
Rodriguez was a principal in DISD for several years.
Academic Success Program To Get a Million-Dollar Raise
Also being put to a vote this week is an item which almost doubles the payments to the Academic Success Program. The program, designed to help underprivileged kids get into college, came under fire this month for helping Superintendent Michael Hinojosa's son apply to several ivy-league universities.
The younger Hinojosa was valedictorian at Hillcrest High School. His father earns well over $300,000 a year--calling into question whether program funds have been used for their intended purpose.

If the raise is approved, the program's budget will soar to $2.1 million dollars a year.
DISD Staff Chief Wants an "Un-Pay-Cut"
Superintendent Hinojosa's Chief of Staff, Arnold Viramontes was the only staff member (other than Hinojosa) to voluntarily take a 5% pay cut after last year's massive budget oversight led to teachers being fired.
Now, Viramontes wants that money back.

Get to work on time
Got a question for all you gurus. What does it take to actually get fired in this district? I work with employees that as a part of their daily routine show up to work late everday. It is quite irritating to show up to work on time and perform my responsibilities and then to see my co workers showing up late anywhere from 15 minutes to over and hour late leaving their students unsupervised. This has gone on for years and has been documented. We even have biometric clocks that don't lie when you clock in. All this has been taken up with administration, deans, asst principals, evaluators and even after the RIF still had a job. I would also conclude that this one particular clown will have a job again this year. Talk about a waste of money. Where is Brett Shipp when I need him?

If you get a copy of these rules that your institution follows, apply them to a situation and see if you can fire anyone with those rules. The rules can be quite forgiving. MOST of the people the Superintendent of Dallas has hired are non-qualified without proper required experience and only will follow Texas education rules when taken to court. Even then gullible board will change the rules to null and void the crime.
One of the worst Principles was unqualified to be a high school Principle. She did despicable things to students & staff destroying futures.Then she gets principal of the year, laugh out loud,then gets a promotion to another job she's not qualified for. After all she's his "ex fiancée " she's always threatening people with.

How does the Hispanic population feel about Hinojosa's son benefiting from the ACS program when he should not have and ended up taking a spot from a Hispanic child that may have had the desire to go to college, fit the guidelines of the program, but did not get in since the recruiters targeted Hinojosa's son even though he is clearly a child of privilege. Hinojosa's son would have gotten into Harvard anyway and they can certainly afford the tuition. I heard that he negotiated that his child's college education be paid for. I would like clarification on that.
While the Hispanic population throws Obama in the faces of African-American's, here is someone who is of the same race and showed little regard for his own people when it comes to playing fairly and ethically. let me repeat, no one at Hillcrest HS was denied a space in the ACS program. There were other "children of priviledge" that were included in the program but no child that was willing to do the work was excluded.

BUT, that is only one issue. The contract with this company specifically forbade district employees' children from participating. Hinojosa has pretended he didn't really read the contract.

After closely watching both him and Throm repeatedly, it is apparent that while Hinojosa is a dullard in terms of actual knowledge of education, he is a lying fox. Throm has been trained to throw dramatic fits whenever questioned by trustees, but he is also a perpetual liar.
If citizens are really tired of this disaster, find new trustees who will clean house. Ellis won't do it. Beatrice Martinez thinks Hinojosa is just great. Parrott is a choice, but hasn't made his opinion of this lying superintendent public.
Want Hinojosa gone? Get rid of crooked Price and slime dog Edwin Flores.
Until then, just make out those checks for an average of $400-$500+ a month to support this continual, indecent display of nepotism, incompetence, and corruption. It comes right out of the pockets of good people on a monthly basis--$1.5 billion to graduate about 6,000 kids, one-tenth of whom will ever earn a college degree.

It is my understanding that Rene Martinez does not have administrative certification nor has he ever successfully performed any job he has been assigned. He was reportedly removed as an assistant principal at Samuell due to lack of certification and poor job performance. He was later placed in the communications dept. in order to pacify some Hispanic advocates. Some of his collegues considered him a joke. He later became a Special Assistant to the Supertinent and was reportedly demoted because he created more havoc than being helpful. He was over a mentoring program that never met stated expectations. To hear him tell it, he is always responsible for many great things. NAME ONE! Just another example of community advocates running the district and a superintendent who is into the "good-old Hispanic male" syndrome. Wouldn't it be great if someone had the ----- to promote capable people who are interested in the well being of students instead of themselves.

Old Rene had all the dropout data at his fingertips, and it consistently showed at least a 50% loss of students before graduation.
This must be one of the many reasons that SMU wanted to add Rene as a part time "teacher." He's so proficient with data that was central to his job description.

Certification is a Crock and a revenue generating mechanism.
If I'm wrong about this.. then SBEC should be SBEL...and Texas doesn't know the difference between licensure and a certification.
Apparently, there is no such thing as a "license" to principal. What we have instead is a 3rd party that provides quality assurance that the person in question is "qualified".
Legally, they may still be able to perform their job even though the certification has expired. If it were an expired "license", then it would be a legally enforceable problem for the state. Hiring or firing an employee based on certification or lack of... is the decision of the hiring entity.
With this in mind, the guy whose privacy you invaded is qualified. He passed the test to get a temp cert. He knows enough to be an assistant principle. Does that knowledge on how to perform the duties of an assistant principle ever go away? Does your PhD in Bitching and Moaning expire? I think not.
Assuming the entity that hired him requires a non-expired certification, He just needs to pony up the money to get another certification..that is.. if he wants to be paid an AP salary. Who knows.. he may be going back into the classroom and that's why he hasn't paid up yet.. or maybe he's doing the job of an AP but still paid as a teacher... or maybe he in that limbo period after getting a temp cert. and before getting a standard cert... or maybe he doesn't need to be certified anymore. Why is your interpretation of the data so negative? You aren't saving the taxpayer any money by picking on any one individual. It's the system that you should work on.
Let's not fool ourselves. Certification is a revenue generating mechanism that pays to keep the entity that does the certifying extant. Also there is federal, state, and private funding for those institutions that generate teachers. Just so you know... there is a system already in place to generate "qualified" teachers and principles and there is also much money to be made in the process. That's why the certification expires... the system generates more money that way.
What gets me is this invasion of privacy that you people assume you are entitled to. Being a taxpayer only get's you so far until you impinge on the rights of the individual.
7 Certified Adminstrators Sent Back to Classroom
Where have you been for the last... too long? Rene Martinez doesn't have to be certified as long as he is Hispanic and Hinojosa's pal. The seven administrators who ARE certified were the wrong ethnicity. All seven were African-American! They were told to go back to the classroom or find another district! Certifications, credentials and qualifications are not needed in the DISD if you are Hispanic. That is obvious! As long a Hinojosa is here, this will be the order of the day. By the way, what was the scandal this week? I've been out of town. I lost track after the grading policy, the son going to Harvard, the alleged made up and stolen Social Security Numbers, $146-million missing, etc. ad nauseum!

Don't cry foul until you check and make sure that there are no African-Americans in administrative or supervisory roles without the appropriate certifications. Which after a little bit of searching through SBEC, I managed to find a few, and that was in only 4 minutes.

I don't care what the ratio of unqualified black to unqualified hispanic is; the problem is that a ratio can exist at all. It has nothing to do with which group has more unqualified people in it. It has everything to do with the fact that this district hands people positions of authority without them possessing the qualifications for this position.

They hire unqualified people. Then had to do damage control when they can not handle the job. One unqualified assistant principal has multiple DUI's, one coming from the Bryan Adams Christmas party. Was covered up by the administrator in charge also not qualified. And not reported to Texas education agency within the proper time limits. Principal allowed her to evaluate teachers Monday after weekend binges. This is a unscrupulous administration is even rumored that Superintendent was in on the cover up. Because of a friend of a "friend" (FB). Now both of them are trying to get promotions and probably will. I think only the voters can turn this around and replace the school board and superintendent with the lone exception Carla Ranger.

Credentials, qualifications, certifications, past job perfomance with emphasis on a successful track record... These are what should be governing promotions and hiring in the DallasISD. What we taxpayers get is politics in the largest group that populates the DISD and no checking at all. If the process had been followed as prescribed Eliu Mesael would still be in Spring, Texas!

You are right, the proper credentials and qualifications should be all that matters. But you brought up the subject of race.
If the people that work for and are served by this district can't get over the race card, then we will never get anywhere. Every discussion always comes to down how the African Americans were discriminated against here, and how the Hispanics were treated unfairly there, and how we need to remember this minority or that minority. What we need to do is realize that if we continue to worry about only ourselves or the people around us that are just like us and don't start worrying about everyone regardless of race or income (or sorority/fraternity membership) then this district will never be successful.
And yes, I work for DISD, and I see on a daily basis how every ethnic group in this district tries to help promote their own group. It doesn't take a genius to look around at the composition of departments in this district and notice that many departments are a majority of one race or another. If we would just stop counting race as a credential, then the real credentials of prospective employees would be considered. But as long as we keep playing the race card, then we will be perpetually stuck in a district motivated by race.

Rene got a temporary certificate to play principal when he had no experience that would translate into getting a certificate the traditional way. He connived his way into this through political connections the same way he connived his way into every govt boondoggle he has had.
Yes, he failed the test. No, he never received the actual certification. After he failed the test, his temporary boondoggle ran out and he never bothered getting his credentials. Why bother earning credentials when Mike Moses, the king of hiring crooks, known felons, and local race tokens, awards Martinez a high ranking job on the basis of what? Who knows?
Rene plays the illusion of leader of the victim class. He has never been a real victim of anything. He has played the poor Latino role for all it's worth for 30 years.
Yet, he goes to Preston Hollow where real discrimination was going on, discrimination he later stated he was fully aware of, and instead of changing the way the principal was conducting the school (another one of his old buddies when he was playing at being principal), he calls some LULAC flake. Then he proceeds to go after the teacher who passed along what was public information.
The guy has been trained in smear tactics by none other than Robby Collins himself. His pcard record alone should have gotten him fired. Then it was the Preston Hollow fiasco where Mr. Community Relations cost the district millions in a lawsuit. Then it was ethics violations.
But he never goes away. Where would he go? Do local businesses still need well-dressed tokens, or is that job role gone away with the disco era?
And why would Hinojosa even think of promoting him now? Hinojosa is actively looking everywhere for a job. How does promoting Rene help his search?
Come November, Hinojosa is gone. The new candidates are not going to view some disco-era leftover token as necessary to educating students in this district.

Many assistant principals were RIF'd in October and even more were RIF'd due to budget constraints again in March. Evaluations, credentials and senority really doesn't mean much if you are not a chosen administrator. Principals had a choice of who was to get axed. The funniest thing is there are associate principals who were not fully certified, yet they didn't have t worry about being RIF'd. Go figure.

you are right, the RIF is not only for teachers, just get on the wrong side of a Director that is in position to threaten DISD with a lawsuit, and she will defenitly get rid of you. She will cleverly disguise your removal by calling it a RIF and you and your co-workers are gone. The powers that be can't/won't do anything about it, it's who you know in DISD, try filing a complaint, only to find out that the person receiving the complaint is friends to your director.

June Board Meeting--DETROIT'S SISTER SCHOOL DISTRICT
Summary-
Instead of concerning themselves with their civic duty in asking questions about the secrecy of the budget process, Adelpha's clowns showed up only to throw fits about naming a school for her.
Ten years from now, who is going to care?
But ten years from now, if the board isn't changed in Nov and this sleazy supt and his CFO are not shown the door, the taxbill of citizens could easily rise each year beginning in 2010-2011 for the same lousy, corrupt garbage, the same Detroit look-alike that is apparent now.
Throm showed his true colors Thus night. He was openly insubordinate to Carla Ranger and sat there and told the BIG LIE to the board when questioned about the spending practices of this district.
Get this, folks, did you know that the previous reserve of $100 Million was put there over, according to Throm, "100 years or 50 years."
Did you know that? Probably not, because it's a BIG LIE.
Did you know that Throm considers the idea of presenting a line item budget to the public months before the vote occurs some idea from another planet?
Did you know he has no intention of creating budget information that allows last year's budget to be compared to this year's?
Did you know that the members of this board are totally outgunned by the manipulations of this superintendent and his gang of cronies?
Hinojosa created total chaos from Feb-May over gutting the magnets. Throm helped him every step of the way by lying to the public until Lew Blackburn finally made him admit after hours of debate in May that there was no cap on spending in the magnets.
As a result of all that chaos, the board and public has had no chance to scrutinize the budget.
Throm threw up every roadblock possible Thurs night to any discussion of whatever is in the budget.
It comes down to this. Hinojosa is a pathological liar. He will hire like. Until 3 board members are put in place in November who will fire this supt and tell the next one to offload half the expenses of the still bloated central administration, TAXES WILL RISE ON THE SISTER SCHOOL DISTRICT OF DETROIT.
This supt is no better than Detroit's mayor who has just taken up residency in Southlake. This district is a jobs program for cronies and friends of the supt. Teachers and support staff are kept totally in the dark while the supt and his crooked buddies load their pockets.
Throm told some long-winded story Thurs night about TEA keeping stimulus money and that bull is the basis of no salary schedule for teachers. THAT IS ANOTHER BIG LIE. All the school districts around Dallas have passed their budgets or are in the process and no one has stated they have no salary schedule for teachers because of TEA.
THROM WILL CONTINUE TO LIE TO THE BOARD AS LONG AS HE IS EMPLOYED HERE. HE DOESN'T EVEN KNOW THE MEANING OF TRANSPARENCY.
Long time ago, community members met and went over the DISD budget line by line. According to Throm, he will only meet the minimal demanded by the law.
Great--then Larry, this is not the place for you to be, is it? Those are not YOUR tax dollars, and the public has every right to demand community meetings where a line item budget is presented and discussed.
Regarding the previous post on Rene Martinez--apparently the supt has added 50 positions in this time of a huge deficit. Where are they? Who are they? Who knows?
Job openings for teachers are not being posted, as per law.
Until these board members are changed out and a new supt and administrative team arrive, expect more of Detroit politics in this school district.
As far as Jerome Garza (the MOST STUPID BOARD MEMBER IN HISTORY) and his remarks that academics are just great now, Jerome, you are an idiot. The completion rate is less than 50%. Look at the actual scores in this district and compare them across the state. You are at the BOTTOM. Welcome to the new Detroit.

If Martinez can travel to LULAC events on taxpayer money why can't I go to Young Conservatives of Texas functions? I wonder what would happen if they caught someone using tax money to attend the RNC?
[Ed Note: Again, all good issues. My thought is that they'd probably say that LULAC is acceptable because of the District's goal to better serve Latinos--but who knows? I'm not aware that anyone has traveled to any major political party function (Republican or Democrat), but we can ask.]

The district has $100 million + deficit and is still hiring but attempted to not extend teachers contracts because of CEIs and a buffoon research paper that to this day no one can decipher.

Post-Hinojosa Era
Of course promoting Martinez is controversial in the short term, but if you look at it long term it is a benefit to the district. Hinojosa's days are numbered and after he leaves at the end of this year, people and organizations across the district are going to have to come together and rebuild from the ruins Hinojosa has left.
This rebuilding requires networks of people and organizations across the district and expecting perfection from these people is unrealistic. Martinez has the necessary connections that will greatly contribute to stabilizing and bringing continuity in the post-Hinojosa era we are all looking forward to.
Clean Slate
After November, all the lackies promoted by Hinojosa will be shown the door. That will include Martinez. All the pcard violators will be scrutinized by the new supt who will be chosen to tolerate none of this thievery.
Things are going to be very different, and there will be no place for Hector or Rene in the new regime.
Regime change means just that. There are many, many parents who will demand the right to take a close look at the candidates, not the usual business of the board choosing in secrecy.
Martinez has left a record that can't be disputed. Look at the facts, not the smoke being blown by his cronies. pcard, preston hollow, no results from all his work other than to give him a blank check to circulate with his other do-nothing buddies.
The new system is not going to look like the old system. Nepotism...hiring friends and family. Maybe if Leigh Ann could figure this out and quit voting with Ellis and Garza she would stand a chance in November. She could start by voting against a raise for Viramontes and hold the supt to his previous remarks that no new admnistrators would be hired.
Simply get out the budget and ask where Martinez's job is--it wasn't there last board meeting, so where did it come from? Was the budget supposed to be passed with no scrutiny from the board or the public. Martinez and his job were supposed to be a big secret, just like his continued pcard use after he was told to quit misusing the public's money?
Leigh Ann has many choices to make between now and Nov or there will be someone to remove the supt and all his friends after Nov. Leigh Ann still has time to be an advocate for children instead of a rubberstamp for the supt. who is very dismissive of her.
